But it is n’t because Microsoft ’s gone and changed their policy ; it ’s because Dell is take advantage of a loophole in Vista licensing that permit Microsoft pad their Vista turn even when hoi polloi avoid it like the plague .
Dell will take vantage of a licensing alternative in Vista Business and Vista Ultimate that permit PC makers allow XP under the Vista license , which Microsoft calls a “ downgrade ” licence .
